Under Director Maria Moran, the Division of Water oversees the regulation of over 75 investor owned water and wastewater companies. The Division of Water consists of two Bureaus: the Bureau of Conservation and Engineering headed by Marco Valdivia, Chief; and the Bureau of Rates headed by Dante Mugrace, Chief. The Division regularly deals with issues such as: establishing rates; assessment of water and wastewater infrastructure needs and costs; assuring a safe and reliable water supply; droughts; smart growth impacts on water and wastewater costs and availability; water reuse; depletion of aquifers; service interruptions; terms and conditions of water and wastewater service and management; and conservation initiatives.

Bureau of Conservation & Engineering

The principle responsibility of the Bureau of Conservation and Engineering is to analyze and develop conservation initiatives to address the utilities’ use and reuse of water supplies of the State. The engineering responsibilities within the Bureau extend to the areas of municipal consents, depreciation studies, prudency reviews, service interruptions, the tracking and assessment of receiverships; Consumer Confidence Reports; and the State Revolving Fund applications.  

Bureau of Rates

The Bureau of Rates conducts the primary analyses and processing of all rate requests resulting from filings made by water or wastewater entities. The duties and responsibilities of this Bureau extend beyond rates to incorporate issues such as smart growth strategies for the state; technical, managerial, and financial capabilities of small water and wastewater systems; acquisitions and mergers of various water or wastewater entities in the state, and processing Purchased Water Adjustment Clause filings and Purchased Sewerage Treatment Adjustment Clause filings.
