NJBPU Opens Application Window for Multi-Unit Dwelling Electric Vehicle Charging Program

The primary goals of the Multi-unit Dwelling incentive program are to improve New Jersey’s air quality, contribute to the State’s transportation electrification goals, and assist multi-unit dwellings with the purchase and installation of electric vehicle charging equipment in order to ensure the equitable build-out of charging infrastructure in the State.
“An important aspect of our program is to expand electric vehicle infrastructure with a focus on increasing access for overburdened communities across the state,” said NJBPU President Joseph L. Fiordaliso. “We are encouraging New Jersey drivers to choose electric vehicles for their transportation and they need reliable access to charging to do so. Under this program, multi-unit buildings will be able to install chargers to provide necessary access to help more of the state drive electric.”
The Program is offering incentives to support the purchase and installation of eligible Level-Two EV charging equipment for multi-unit dwellings. Awards available under the program include $1,500 toward the purchase of a dual-port, networked Level-Two EV charging station and fifty percent of the cost, up to $5,000, for the make-ready costs[1] for Level-Two EV chargers.
As part of the Murphy Administration’s commitment to environmental justice, applicants in overburdened municipalities, as defined in the Community Energy Planning Grant Application are eligible for $2,000 toward the purchase of a Level-Two EV charging station for a multi-unit dwellings and 75 percent of the cost (up to $7,500) for the make-ready costs for Level-Two chargers.
Eligible multi-unit dwellings are apartments, condominiums or mixed residential locations that feature a minimum of five units and have dedicated off-street parking. Investment in multi-unit dwelling charging is an important way to ensure equitable access to EVs by not limiting home charging only to single-family homeowners. Applicants may submit for up to six Level-Two EV charging stations and are not required to apply for their entire allotment at once.
This program aligns with the 2019 Energy Master Plan’s effort to electrify the transportation sector, which as the EMP noted, is responsible for over 40 percent of all emissions in the state. Additionally the program furthers the goal of having chargers at 30 percent of all multi-unit dwellings by 2030.
The Board will continue making awards on a rolling basis as project applications are received, reviewed, and approved. NJBPU Staff will accept applications until 5 p.m. on May 2, 2022 or until funds are exhausted.

[1]“Make-Ready” means the pre-wiring of electrical infrastructure at a parking space, or set of parking spaces, to facilitate easy and cost-efficient future installation of Electric Vehicle Service Equipment (EVSE), including, but not limited to, Level-Two EV Chargers. Make-Ready includes expenses related to service panels, junction boxes, conduit, wiring, etc., necessary to make a particular location able to accommodate EVSE on a “plug and play” basis.
